CORI
& EX-OFFENDERS
NORTHEASTERN
UNIVERSITY SCHOOL OF LAW COMMUNITY LAWYERING PROGRAM REPORTS
For
the past four years, the SJCSP has partnered with Northeastern University
School of Law's Community Lawyering Program to create research reports
examining different aspects of the Criminal Offender Record Information
(CORI) law in Massachusetts. The following reports were produced
out of that collaboration:
§
Massachusetts CORI-Based Employment
Discrimination: Effects and Strategies for Change
This 2001 report examines the history and
consequences of Massachusetts' laws governing employer access to
and use of prospective employees’ CORI report and offers possible
strategies for challenging the laws.
§
CORI-Based
Employment Discrimination: Issues and Possible Solutions for Employers
This 2002 report outlines the existing state
of Massachusetts’ CORI laws and how to read, correct, and seal criminal
history records. The report also examines issues, liabilities, and
incentives for employers in relation to CORI and hiring employees with
criminal records.
§
The
Practice of Regulating CORI: Examining Regulatory, Procedural, and Perception-Based
Barriers to State Employment for Ex-Offenders
This 2003 report explores the regulatory barriers
to state employment under the Massachusetts Executive Office of Health
and Human Services (EOHHS), and the court mandated changes after Cronin
v. O’Leary where the Massachusetts Superior Court required the EOHHS
to formulate procedures by which ex-offenders have the opportunity to
rebut the presumption of dangerousness and unsuitability for employment.
§
Accessibility of Housing and Barriers to Re-entry
for Ex-Offenders in Massachusetts
In 2004, students
from the Community Lawyering Program at Northeastern University School
of Law produced this report and launched a new website for the SJCSP.
This document is the pdf version of the new content created for the web
site including citations. The report addresses the central role
that housing plays in successful ex-offender re-entry. Specifically,
the report draws on legal, policy, and field-based research undertaken
in the winter and spring of 2004 to examine the interplay of ex-offender
re-entry, CORI laws, and access to housing. To view the web version of the
report, please click
